The Moscow Helsinki Group (MHG) was founded in 1976 by Professor Yuri Orlov to monitor state compliance with the final act of the Conference on Security and Cooperation in Europe (aka the Helsinki Accords), signed by the heads of 35 governments in August 1975 in Helsinki, Finland.
