Resolution of the national training on leadership and human rights

Human Rights Movement: Bir Duino-Kyrgyzstan has published a resolution on national training on leadership and human rights within the framework of the Women’s Educational Coalition for Equal Rights, Development and Peace. The document, adopted by the participants of the national TOT on leadership and human rights in Kyrgyzstan, is aimed at ensuring the sustainable development in Kyrgyzstan and agrees on:

• The need to create a favorable space – a horizontal inclusive platform (the Women’s Initiative for the Solidarity Community was established) to analyze the challenges and new issues emerging in the field of human rights, as well as effective exchange of ideas and experience to find new approaches and innovations to train women in human rights, women’s leadership and political participation at the local, regional and national level;
• An important role of active participation of women leaders in all regions of the country to support the local civic initiatives for action in a new format for organizing and holding the national dialogue platforms, forums, peaceful events, movements and activities aimed at protecting human rights, leadership and political participation of women at all levels of decision-making, using an innovative approach, new strategies through peacekeeping and empathy;
• The relevance of amending legislation to promote human rights and freedoms through the new national anti-corruption plan based on international standards[1], and electoral legislation in the field of women’s access to politics, while quotas are supported by sanctions[2];
• Appeal to support civil initiative against systemic discrimination, growth of violence and radicalism in society through adoption of the Law “On Equality” in accordance with the international treaties to which Kyrgyzstan is a party[3];
• Readiness to support the establishment of monitoring groups in the field to promote and implement UNSCR 1325, the National Plan of Action for Achieving Gender Equality for 2017-2020 and the OSCE Action Plan on Gender Equality: reporting and evaluation; carrying out monitoring of recommendations adoption of the UN Committees on Human Rights and Freedoms in the Kyrgyz Republic, including joint monitoring activities on promotion of human rights in closed facilities in all regions; strengthening the constructive dialogue on respect for the right to freedom from torture, as well as the right of vulnerable groups in the criminal justice system – children, women, elderly, people with disabilities, ethnic minorities, etc.[4];
• Promotion and implementation of the National Plan of Action for Achieving Gender Equality, Action Plan for the implementation of UN Security Council Resolution 1325 and the OSCE Action Plan on Gender Equality at the national and regional level, including through local self-government bodies (LSG), training in increasing accountability and transparency of LSG and implementing the gender approach in the decision-making process.
